it'd be illegal to modify your car in that way. just like it's illegal to not use a catalytic converter anymore. all new cars starting 2003 would have to come with a radio wave electric jolt-honker and receiver. federally and state mandated. you'd need to have it to get your state inspection sticker.
no one says that stopping the honking is going to be easy...
